Financial obstacles, rather than academics or ambition, too often prevent students in low-income households from pursuing the higher education that can be the foundation of a bright future. 

Housing Opportunities Commission (HOC) and the Housing Opportunities Community Partners (Community Partners) help break some of those barriers through our annual Tony S. Davis Memorial Scholarship Program. This unique scholarship plays a crucial role in filling the financial gaps that often remain after federal and private aid is exhausted. 


A Bridge to the Future

For many students, government grants, loans and private scholarships are essential to paying for college. But frequently they fall short of covering the full cost of higher education, which encompasses tuition, textbooks, housing-related and dorm room essentials, books, lab fees, professional subscriptions, electronics, etc.

Without a way to bridge that financial gap, many low-income students struggle or are unable to afford those necessities, which can hinder their ability to focus on their studies or even force them to delay their education – and their future.

The Tony S. Davis Memorial Scholarship Program can be that bridge for college-aspiring students who reside in HOC-administered affordable housing communities. On average, their families have an annual household income that is 30-50% of the county’s median household income. Several families report income even much lower than 30%. Without assistance, college remains an aspiration, not a reality.

To be considered for a scholarship award, students must demonstrate academic excellence and have served as school and community leaders while amassing extensive Student Service Learning (SSL) hours in Montgomery County.

Please consider supporting the program with your tax-deductible donation. One hundred percent of your donation will be used to support this year’s scholarship winners. Five scholarships are awarded annually in June.

Who was Tony Davis?

This scholarship is named in honor of Tony S. Davis, a dedicated HOC staff member who tragically lost his life in 2000 while courageously defending the residents of his community. Throughout his life, Mr. Davis exemplified the true spirit of public service, passionately working to improve the lives of HOC customers and making a lasting impact on those around him.
