About Us

Leaders from the Housing Opportunities Commission (HOC) and the Montgomery County community together in 1999 created Housing Opportunities Community Partners (HOCP) to provide much needed social services and programs to low-income residents living in affordable housing administered by HOC.

At that time, creating a nonprofit affiliate to serve its residents’ needs was a bold, innovative step for a Public Housing Agency such as HOC. But throughout its first 25 years of service, HOCP has fulfilled its mission to strengthen and increase the self-sufficiency of thousands of HOC residents and provide a critical boost to help families realize their greatest potential.

As it begins its second quarter century HOCP, is rebranding itself to reflect what it is and what it does: Community Partners. And we are redoubling our efforts to provide the vital resources that HOC-resident youth, adults, seniors and families need to truly thrive.

The Mission of the Housing Opportunities Community Partners (HOCP) is to provide services that strengthen housing stability and increase the self-sufficiency of low- and moderate-income families and individuals living in Montgomery County’s affordable housing so that:

Vision

A vibrant, equitable Montgomery County where low and moderate income households have the support they need to help them realize their dreams and thrive.

Low- and moderate-income families living in Montgomery County’s affordable housing have the potential to reach great heights and achieve the goals they hold for themselves and their children. However, these goals are out of reach for them without access to supportive services and resources.
Thanks to funding from philanthropic and local government grants, corporate sponsorships, and individual contributions, the Housing Opportunities Community Partners (Community Partners) and the Housing Opportunities Commission (HOC) provide connections to essential programming that help low-income families to seize promising opportunities that empower them to improve their self-sufficiency and realize their greatest potential.
